The creation software is free and will run on any Windows XP computer, but in order to test it on an XBox (or distribute it to others), you will need to pay $99 for a 1-year membership. That's not bad at all for game development. Microsoft promises to continue improving this project.
I'm excited about the possibility of game design. I'll definitely give it a try!
